2k from 4k, main PC is a windows10 with bags of everything and fast SSD disks
The servers are a mixed bag of laptops and desktops without anything better to do

Oh well, are you feeding a 4k source to DCP-o-matic to create 2k DCP? That may really slow down decoding. No wonder your encoding servers are not maxed out - you probably have a bottleneck prior to J2C encoding. In that scenario, I don't know if DCP-o-matic sends 4k or 2k images to the encoding servers. If 4k, that will saturate your network quickly.
