No, DKDMs are universal. In nearly all of the cases this and similar things happened, they sent to wrong cert or the DCP-o-matic user applied the wrong cert.

Hmm, that screen seems to have scaling and padding already applied. I usually prefer to have a look at the raw image. But as far as DCP-o-matic recognized the DVD format/container as 1.33 with 1.07 display aspect ratio, it should be okay to analyze. Whatever, looks as if this is a 1.66 format within...

4:3 movies on DVDs can be 'real' 4:3, or pillarboxed in 16:9. Without seeing a screenshot (with 'outline content' activated), we can't tell what it is.

You tick 'use as open subtitles' for both. Then you need to adjust vertical (Y) shift for one file so that they do not overlap - check for two-liners (list view). That should be it. After adding VF and assigning OV, you should only tick the 'Use this DCP's video/audio as OV' for video and audio, not the original subtitles.
