Yes, the 4k DCP is broken. Without CPL and PKL, no server will recognize it.

Any way to re-make the DCP to re-create the CPL, PKL, and subtitles without having to re-render the video?

Why are there 5 reels? Did you set DCP-o-matic to create theese 5 reels, or did you import the source footage as reels already?

Is the original project folder in which you created the DCP still present? Is there a video folder? It should have 5 reels of video as well.

It looks as if the video and audio is complete. You could try to create a new project (same 4k settings, same audio settings), and load the 5 reels of video and audio from the DCP folder. Check the reel transitions. They SHOULD be accurate to the frame. Recreate DCP - it should only copy the source MXF files without reencoding. If you don't have the original subtitles anymore, you could use the files from the 2k version.

Part of the delivery spec was to deliver the movie in reels. So the source files were split up by reel.

Yes to all.

I just remembered that, unfortunately, encrypted DCPs have to be re-encoded.

I just cooked a new one. It looks good and has the CPL and PKL files.
