Hey Alex,

I would try a simple reboot if you haven't already. This question is more suited for the Film-Tech forum.

No.
It belongs right here.

I was trying to do it using DOM KDM Creator.

Just so you know.

Oh, my bad. You didn't specify that.

If you shared all the relevant logs, it seems that the forms that the program is trying to use (and it tries a few different masks for the serial number) do not correspond to the IMS3000 template, which looks like
/Certificates/363xxx/cert_SPB_MD_FM_SM.Dolby-IMS3000_CID1002_SMPTE-######.zip
and
/Certificates/363xxx/cert_SPB_MD_FM_SM.Dolby-IMS3000_CID1002_MPEG-######.zip
where # is substituted by a digit.

The bad news here seems to be that the mask needs to be added to the program.
The good news, on the other hand is that anonymous access to the Dolby certificates FTP server is still granted and one can use on a browser the
ftp://anonymous@ftp.cinema.dolby.com
plus the corresponding line from above with the proper S/N and directly download the credentials for it.
Or, they can use an FTP client and do the same.
(At least until DCP-o-matic is updated on that regard.)

There is also the webinterface as an alternative method:
