Error when starting KDM Creator

Hi!
Just updated to the latest stable version (Win x64) and now keep getting the following error when starting KDM Creator. It's not critical though because clicking Continue gets me to the app.

What language do you have your computer set to? Are we talking about 2.16.4?

Yes, 2.16.4. And my PC is set to Russian.

I'm still struggling to reproduce this. Does it happen every time you start the KDM creator?

Yes, every time, even after restarting Windows.

It looks like some weird problem where Windows doesn't know what timezone it's in. Is there anything strange about the clock settings?

No, nothing strange. It's set UTC+07 Tomsk time zone, successfully syncing time every hour with time server on the Internet.
Tried to change time zone - no effect.
