Summary0001177: Seek to sub-frame position with a DCP decoder gives black
Description

Seen when clicking on some subtitle content (with "jump to selected content") when the first subtitle is not on a frame boundary. Then player fills the gap between the sub-frame position and the next frame to be emitted by the decoder with black, which is displayed.

Perhaps seek should round up to the next frame.
