This is because FFmpeg no longer supports Windows XP. The only realistic "solution" here is to peg the FFmpeg version used for the Windows XP build. Sooner or later the acrobatics required to support two FFmpeg versions will become too onerous.

Out of interest what is stopping you upgrading to something newer?

Windows XP support was dropped in version 4.0, so it looks like 3.4 is the last working version.

DCP-o-matic 2.13.43 has a pegged ffmpeg which might work on XP: please could you test it?

Since the download nagging started my script says 13,756 Windows 64-bit, 4822 OS X, 840 Windows XP 32-bit. Surprisingly high!

(this is version 2.10.5 only)

Strange. I do admit I still have some XP machines running, but these run special applications under aspects like low level hardware access to legacy interfaces like RS232 and LPT. As performance is so limited on those machines, I can only assume these are sitting somewhere where no one caters for updated hardware, and are probably used for stills only. I can easily imagine that sort of location, but am probably wrong ;-)

Maybe at one point one needs to push these users a bit into updating their windows version by freezing the XP versions?

Also, I don't think these users are particularly interested in new features anyway?

Yes, once it requires effort to keep DoM working with the old FFmpeg I think I'll leave XP users on whatever is stable then.
