i.e. the bit rate stays the same, without any indication to the user.

Options:

  1. leave it; DCP tab bandwidth control means "for newly-encoded data"
  2. any DCP/MXF forces the overall bandwidth control [won't work as there may be different ones]
  3. first DCP/MXF sets the overall bandwidth control, second one does mumble mumble

Is there a use-case for transcoding existing content to a new bit rate? Seems unlikely. This suggests (1).
