Summary0000962: Some way of allowing an encoding server & "master" DCP-o-matic to coexist peacefully
Description

So you can run encoding servers everywhere then pick an arbitrary machine to run DoM master on and not have too many encoding threads on that machine.

I guess this needs:

a) separate configuration options for "threads to use on this host"
b) fix for both DoM and server trying to listen on base + 1 (DoM listening for server replies, server listening for broadcasts)
