Hello when we insert a file on the time line on the first content it remains below the first content while in the previous version it was above on version 2.12.2

Is this video content or audio? Do the filenames have leading numbers in them?
Audio only content is usually arranged in parallel (vertically in timeline view), which aids in adding discrete multichannel files. DCP-o-matic usually tries to arrange the files and audio mapping based on leading numbers in these files, or using L, R, C, etc. indicators.
If your filenames do trigger this sorting against your personal preferences, you need to open timeline view and drag the files where you want them.

In example we put our date on the next 1 54 13 and after application the first content remains in front while the goal is to put our date above and 1 55 08 it is still the first content that remains visible

Oh, you're just after placing a card before a trailer/video? That should be very easy to fix, just select the 'a partir du...' content in the list and then choose 'Plus tot' on the right. The 'a partir du...' content should move to the top/earliest position.
Alternatively, you could just drag that segment to the left with your mouse in timeline view.
The initial order should follow the sequence of adding content - first content goes on top/earliest, the second, third... follows. Just change the order using the plus tot/plus tard buttons, or by dragging them with the mouse in timeline view.
