Sorry for the basic question. I just didn't see any recommendations on it.
When upgrading to a new version... can I just install the new version on top of the old one? Or should I un-install the previous one first? And if I uninstall.. does it still preserve my preferences (so I don't lose any Encryption keys, etc). I'm on Windows by the way.

Just install the new version, it will do a proper update and keep prefs. Only very rarely have we seen issues that needed a manual deinstallation first.
If you do encrypted DCPs and KDMs, it is a good idea to backup your prefs and/or certs regularly. A version update is a good time to think about that, but it's not strictly necessary.
