a Pro Logic Matrix
Is there any dolby style pro logic decoder plug ins to generate the 5.1 dcp audio from the two channels on the older LtRt soundtracks

No, there is only a MID/SIDE decoder, so you would be missing the Surrounds. If you need full Lt/Rt decoding, one would probably have to do it with a dedicated audio software offering this feature.

Nuendo has matrix decoders that could give you the original LCRS output.
