7.1 with 5.1 version - OV's for both?

Here's the spec from the festival:
As not all venues are 7.1 or Atmos equipped, a 5.1 version will also be required for Atmos
and 7.1 DCPs.

Can I just make 2 OV files? They don't specify an actual Version File/VF here. I feel like it would be easier than creating a ton of version files since I need to make OCAP VF's.

That way I just have the following
7.1 OV
7.1 OCAP VF
5.1 OV
5.1 OCAP VF

You can/should create VFs from a single standard 5.1 OV.

All VFs reuse the 5.1 OV video, and only add 7.1 audio and/or OCAP.
