1.72.0 Install Fail Win 8.1 Pro 64 Bit

I have just tried installing 1.72.0 64 Bit on a Win 8.1 Pro 64 Bit desktop. The installation fails.
The first install error occurs early and reports;
"Error opening file for writing:
C:Program Files\DCP-o-matic\bin\libintl-8.dll"
Retry has the same result and ignore just keeps coming up with the same error for a new dll file.
I aborted the install and found the 32 bit version installed okay.
